APEC Digital Opportunity Center (ADOC) is a technology-based foreign-relations program that applies Taiwan’s experiences with developing its domestic ICT industry to transform the “digital divide” among APEC member economics into “digital opportunity”. The 4th annual ADOC ICT Elite Camp is a two-week training program being held in Chinese Taipei from October 1st to 12th, 2007. This year’s Camp aims to bridge the digital divide through information exchange and education. Organizers have invited government officials, industry representatives, and scholars from member countries to local visits, conference meetings and seminars in hope of assisting each ADOC Partner Member Economy to promote and execute computerization policies.

The ADOC ICT Elite Camp 2007 is honored to have 18 government officials and industry representatives from all seven ADOC Partner Member Economics: Chile, Indonesia, Peru, the Philippines, Papua New Guinea, Thailand and Vietnam. The conference seminars include: “U-Taiwan”, “e-learning”, “e-Government”, “e-Procurement”, “e-Commerce”, “e-Business”, “e-Security”, “e-Health”, “RFID”, “Refurbished Computers”, and “Technology Law”, and more. The participants will be visiting Hsinchu Science-based Industrial Park, NanKang Software Park, Taipei Neihu Technology Park, Industrial Technology Research Institute, the Taipei City Government (e-City), Digital Content Institute, the Innovation Incubation Center at National Taiwan University, NanKang BioTech Incubation Center, and Taipei International Electronics Autumn Show, among others.


 


The seminar on e-government is an important course for all participating economics. Meanwhile, in-depth discussions to address specific interests of Partner Member Economics will be included. For instance, Indonesia is interested particularly in e-Learning, the Philippines in e-Commerce, Chile in technical applications of RFID, Peru in computer refurbishment, and so on. Moreover, the ADOC Secretariat has arranged workshops for topical discussions in small groups to assist each country in mapping out the most suitable blueprint of ICT development.


In addition to the conference meetings and visits, the ADOC Secretariat has ensured that the guests have an opportunity to experience the beauty of Taipei; their tourist visits will include Taiwan High Speed Rail, Taipei 101 Building, National Palace Museum, Miramar Ferris Wheel, Traditional Chinese Puppetry, Famous Night Markets, and the Arc Link Market. Throughout their stay, the guests shall taste the variety of Taiwanese cuisines, explore the beauty of Chinese culture, and purchase the latest electronic products. Organizers hope to ensure that such a program will allow the Elite Participants from Partner Member Economies to study the implementation of Taiwan’s ICT development policies, while also experiencing a slice of Taipei life.


The ADOC Secretariat had held the opening ceremony of the ICT Elite Camp on June 26 at the diplomatic officials' training center in Taipei. The Executive Secretary Wang, Chan-Ping of the Ministry of Economic Affairs' Bureau of Foreign Trade and Secretary General Chen, Cheng-Chung attended the ceremony. In addition, the representatives of Partner Member Economies introduced themselves to each other and the sponsor related about the ADOC Program.


The ADOC Secretariat has created the ICT Elite Camp from June 26 to July 7 for the purpose of enhancing the ability of Partner Member Economies to promote their ICT development using local resources and capabilities. The Taiwan Textile Research Institute has assisted with implementation. Government officials, businessmen and scholars from Partner Member Economies, such as Indonesia, Peru, Chile, Philippines, Viet Nam and Papua New Guinea, have been invited to attend this training program. The present ICT Elite Camp includes a series of activities that relate Chinese Taipei's successful developments in digitalization policies, e-government, e-commerce, e-learning and digital opportunities. Furthermore, the Camp also has provided solutions to challenges that the Partner Member Economies have faced. At the same time, the Camp has promoted the sharing of ideas among APEC members.


The APEC Digital Opportunity Center (ADOC) Program has been operational since August of 2004. The Program has made several accomplishments. It has assisted six Partner Member Economies to establish ADOC Offices and Digital Opportunity Centers with ICT software and hardware. This year, the ADOC Program seeks to expand its projects in the direction of business opportunities. The ADOC Secretariat will hold e-Business Entrepreneurship Seminar and ICT Road Show so as to increase business cooperation between Chinese Taipei and Partner Member Economies. The ADOC Secretariat hopes that the various projects would serve to educate and lead to the enhancement of ICT development and policies from a top to bottom approach.

APEC Digital Opportunity Center (ADOC) are delighted to invite you to be one of our distinguished participants in the “ 2006 Elite Camp” that will be held in Chinese Taipei from June 4th to July 8th, 2006.


The 2006 ICT Elite Camp is an intensive 2-week program aimed at providing 18 participants from the 6 ADOC Partner Member Economies a broad overview in Key ICT applications. The goal of the Elite Camp is to empower participants with the essential knowledge to enhance and set the prudent ICT policies and strategies in their respective member economies.


During the course of the Elite Camp, you will attend lectures in subject areas such as e-Business, e-Learning, e-Security, e-Service. Furthermore, participants will visit various civil, private, public organizations around Chinese Taipei to receive in-depth looks into the development of ICT and how ICT is integrated into the daily lives of Chinese Taipei citizens. Finally, we have also arranged a series of sight-seeing tours on the weekend and after-hours to allow you to take in the sights and sounds of Chinese Taipei.

To assist the ADOC partner member economies to be self-reliant earlier, ADOC Secretariat will make an effort from the education perspective aside from providing training on information & communication technologies. ADOC will plan a series of seminars hoping to provide a permanent cure to the partner member economies. Wishing that the government can play the role of starting the ICT implementation and thereby serve as an example for the people, ADOC plans to hold 2006 IT Elite Camp. Local government officials and industries and academic leaders will be invited to attend the camp.


Through the visiting activities and course discussions, ADOC will practically help the partner member economies to formulate IT policies that meets the requirements and develop their ICT communication infrastructure blueprints so that relevant policies can be successfully executed.
