MANILA, Philippines—Election machine provider Smartmatic started its marketing offensive Tuesday by pitching to the Commission on Elections (Comelec) the idea of buying now the technology they used in the just-concluded presidential and local elections, so the poll body can save billions in the succeeding exercises.

In a press conference upon the arrival of its Ambassador for Transparency, Miss Universe 2008 Dayana Mendoza, the Venezuelan firm said the Philippine government only need to spend around P2 billion to buy the technology from Smartmatic, so it will have to spend only around P3 billlion for services (like transporting the machines) in the next 4 elections.

Buy now, save later

The synchronized national and local elections are held in the Philippines every 3 years, with the presidential polls conducted simultaneously every 6 years. In between, in 5-year intervals, barangay or village elections are held nationwide.

In this year's presidential, national, and local elections, the Comelec spent P8 billion for the technology it leased from Smartmatic, including the precinct count optical scan (PCOS) and the central canvassing system (CCS). It then spent P3 billion for the services.

A total of P11 billion was spent for the first nationwide automated polls in the country.

Cesar Flores, Smartmatic president for Asia-Pacific, explained that if Comelec buys the technology now, it will spend only P4-5 billion in each of the succeeding elections--saving P6-7 billion every time, based on the P11-billion cost of the 2010 elections.

"Let's say [the current budget is] P11 billion. That's P44 billion in 4 elections. If you buy the technology now, it's P2 billion. So all you have to pay for is the service. That's about P4-5 billion. Let's say P5 billion, that's P20 billion. So there are already P20 billion savings in the next election," Flores explained.

Recommendations to Comelec

Flores explained that the same technology used in the 2010 elections are "purpose-specific" and can still be used for coming elections. "Elections are not changing, and the system will do the same operations over and over again," he said.

Flores added that only a software upgrade would be needed to make the same system operational for the next elections.

Smartmatic said there's value in the fact that it is already familiar with the electoral task required in the Philippines. He explained that they have already trained people, particularly the Comelec and the public, in the technology they have provided. "We don't have to start from scratch," he said.

He also said that they are already working on recommendations and improvements needed for automating the next national elections. Smartmatic will be submitting to the Comelec by September this year its recommendations, which focused on 10 major areas.

Flores, however, refused to reveal these recommendations to reporters. “I would not want to advance this before Comelec,” he said.

Familiar system

The poll body, meanwhile, seems to show favor to Smartmatic’s participation in the 2010 polls.

In an earlier press conference, Comelec commissioner Gregorio Larazzabal told reporters that the PCOS machines used in the recent polls are still ideal to be used in the next polls.

The poll body official explained that both the poll body and the public are already familiar with the system, making it a preferred choice for coming elections.

This is despite proofs of electoral fraud lately revealed by various watchdogs, IT specialists, and civil society, which put the credibility of Smartmatic and the PCOS machines to question.

"We're very affront since day 1 that there will be problems. But we kept with our commitment,” Flores said, maintaining that the recent election was still a success. "The fact that you only have a few handful of election protests, it means the election was a success,” he explained.

Although denying that its purpose of bringing here the Venezuelan Miss Universe is to help clear its name, Smartmatic is bringing the beauty queen to a meeting with Comelec commissioners on Wednesday.

MANILA, Philippines - President Benigno "Noynoy" Aquino III will sign Friday the executive order forming the Truth Commission that will investigate the alleged crimes committed by the past administration.

Presidential spokesman Edwin Lacierda announced the signing of Executive Order No. 1 over ABS-CBN's morning show, "Umagang Kay Ganda" on Friday morning.

"Ang alam ko ang unang sinabi sa amin ni President Aquino na ang unang EO na pipirmahan ay ang Truth Commission, and in fact, gagawin itong araw," Lacierda said.

In his inaugural address, President Aquino announced that former Chief Justice Hilario Davide will form the fact-finding body.

He said Davide will be aided by Justice Secretary Leila de Lima.

On Wednesday, Senator Joker Arroyo said the Truth Commission cannot be formed through an executive order. He said that the commission will be rendered "useless" if it is not enacted by Congress.

De Lima, meanwhile, defended President Aquino's move, saying that it would take too long to officially create the Truth Commission if it goes through the legislative mill.

She said creating it through an executive order is more practical.

De Lima said that the Truth Commission could investigate and recommend the charges to be filed before the proper bodies. She said the commission can compel witnesses and other stakeholders to appear before it.

As of Thursday, it was not yet clear if the commission can hold in contempt those who refuse to subject themselves to the probe.

De Lima, meanwhile, said that the only visible stumbling block for the Truth Commission is the Office of the Ombudsman, which is held by Merceditas Gutierrez, who has a close relationship with the family of former President Arroyo.

She said she is not dismissing the low conviction rate of the Office of the Ombudsman, where the cases from the Truth Commission would most likely be filed.

"There's always that apprehension because it will take political will to proceed with the process…but at least we can have a process of closure for our people. The Truth Commission will strengthen the cases," she said.

WASHINGTON—Google is holding talks with online game developers as part of its bid to build a social-networking service that could compete with Facebook, The Wall Street Journal reported.

The newspaper, citing "people familiar with the matter," said the Internet giant is in discussions with Playdom, which was acquired by The Walt Disney Co. on Tuesday, Electronic Arts's Playfish and Zynga, in which Google has a stake.

The Journal said Google wants to offer their games as part of a broader social-networking initiative that is under development by the Mountain View, California-based search and advertising giant.

Google chief executive Eric Schmidt, in an interview with the newspaper, said "you can expect a partnership with Zynga."

Zynga is currently the leader in the fast-growing social gaming space with over 230 million monthly active users of its games, which include "FarmVille," "Mafia Wars" and "Treasure Isle."

Citing estimates from research firm ThinkEquity, the newspaper said social gaming was a $700-million market last year and the figure is supposed to triple by 2012.

Asked about the development of a social-networking service like Facebook's, Schmidt said, however, that "the world doesn't need a copy of the same thing."

Google added social-networking features to its popular email service, Gmail, in February.

The initiative called "Google Buzz" ran into criticism over privacy concerns after it automatically set up public social networks built from Gmail contacts people messaged often.

Citing a "person familiar with the matter," the Wall Street Journal said the social-networking service being considered by Google would incorporate and go beyond Buzz.

The Journal said Google's push into social games is an effort to capture users and advertising dollars that are increasingly flowing to social networks like Facebook.

Google makes nearly all of its revenue from online text ads and Schmidt was asked by the Journal if the company is a "one-trick pony."

"I think that's probably true," he said. "But if you've got a one-trick pony, you want the one we have. We're in the ad business, and it's growing rapidly. We picked the right trick."

He also said Google is seeking a greater share of the online display advertising market. "This can be a powerful business, a 10-plus billion-dollar business" per year for Google, Schmidt said.

Google's Android mobile phone operating system could also bring in another $10 billion or more per year for the company, Schmidt said.

Google gives Android software to handset makers for free but benefits from the use of Google search, maps and other ad-supported services on the devices.

"If we have a billion people using Android, you think we can't make money from that?" Schmidt asked, adding that all it would take is $10 per user per year.

Manila, Philippines -- HP announced the new 2010 QualityLogic Study-commissioned by HP that shows that Original HP Toner cartridges tested clearly outperformed refilled toner cartridges tested in terms of cartridge reliability, page quality distribution, optical density and toner adhesion.

QualityLogic, one of the world’s most respected independent quality assurance organizations, performed tests in Shanghai, China and New Delhi, India, comparing Original HP LaserJet black print cartridges with refilled alternatives. The study entitled, “Reliability Comparison Study: HP LaserJet Toner Cartridges vs. Asia Pacific Refilled Cartridges” and commissioned by HP showed that Original HP cartridges tested consistently perform better than refilled toner cartridges tested.

The study revealed that on average more than 60% of toner cartridges from refilled cartridges tested were found to be Dead on Arrival (DOA) or of Low Quality (LQ) and exhibited over 7 times more toner adhesion issues than Original HP cartridges on average. The results also showed refilled cartridges tested had more than 60% of the pages inspected of limited use and were lighter when tested for three test patches compared to the Original HP LaserJet cartridges.

“Customers who think they can achieve cost savings by choosing refilled cartridges are making a mistake by not factoring in the hidden costs from reprints, replacement cartridges and poor quality print-outs with toner adhesion issues and which are lighter compared to Original HP cartridges,” said, Dave Jollota, CEO of QualityLogic Inc.

Key Findings

• Cartridge reliability
o More than 60% of the refilled toner cartridges tested exhibited some kind of problem.
- 11% of all refilled cartridges tested had problems soon after installation.
- With more than 50% of the refilled cartridges tested, at least half of the pages inspected were of limited use (LQ).
- None of the Original HP LaserJet print cartridges tested failed; all worked consistently every time.

• Page Quality Distribution
- 95% of the pages inspected from the Original HP Toner Cartridges tested were categorized as acceptable for all uses.
- 37% of the pages inspected from the refilled toner cartridges tested were categorized as acceptable for all uses.

• Optical Density
o On average, the output of refilled toner cartridges tested compared to the average performance of Original HP LaserJet cartridges tested for three test patches (light grey, dark grey and black) were lighter.
- Over 28% lighter for refilled cartridges tested for the light grey patch.
- Over 25% lighter for the refill cartridges tested for the dark grey patch.
- Almost 10% lighter for refilled cartridges tested for the black patch.
- Optical density is calculated as the average percentage difference for each refilled page compared to the average HP performance for each of the three test patches (light grey, dark grey and black) for all sampled presentation slide pages.

• Toner Adhesion
- On average, sample pages from refilled toner cartridges tested exhibited over 7 times more issues with toner adhesion than HP.
- Toner Adhesion is a measurement which highlights how much lighter the black patch becomes after performing the toner adhesion test. The tape test consisted of applying and removing 3M 600 adhesive tape to the black patch in a controlled manner. Toner adhesion is calculated as an average ratio between the average HP performance and each refilled page result.

Manila, Philippines (AHN) - Digital journalism in a developing nation like the Philippines is straddled with problems such as poor infrastructure and a glaring income gap, but it is rapidly developing and will have to address the same issues of copyright protection and declining quality as those faced by advanced countries.

"The Philippines still has a long way to go in terms of accessing news and information through the Internet," says Edwin Espejo, a contributor for Asian Correspondents, a site that seeks to deliver news and political commentary through a "hybrid of personalized, professional content and user contributions."

"Only a small percentage of Filipino households have Internet connection," Espejo adds. "Online or digital journalism in the Philippine is still in its infancy and only a handful of news websites are existing... the value of this medium is its impact to policy and opinion makers."

There were only 5.9 million Internet users in the country in 2009, according to the International Telecommunication Union, a United Nations agency. The number is up just slightly from 5.6 million users in the previous year.

Internet subscriptions among Filipinos numbered 3 million last year, unchanged from 2008.

The current population estimate for the nation is 99.9 million, of which 33 percent live below the poverty line.

A reality these statistics do not capture, however, is the distinctly local phenomenon of cell phone texting that has given the nation one of the highest rates of SMS use worldwide. The Philippines is also the third-biggest supplier of workers worldwide, and many of the 11 million Filipinos working overseas keep in touch with their families through the Web.

Internet usage, however, does not always involve accessing news, and even those who regularly read news seem to prefer reaching for the traditional inky newsprint rather than a mouse.

"I get my news mostly from just scanning the headlines of the local papers, and the printed version of the Asian Wall Street Journal," Josephine Wee tells All Headline News.

Wee is a business owner and prolific reader who describes herself as "not a good representative of a good percentage of the demographic faction," referring to the young Filipinos who daily throng Internet cafes, or spend time in their work stations and university libraries for games, blogging, research, downloading music or videos and interacting in social networking sites.

Wee says she gets to follow some international coverage on Yahoo news when she checks for email messages. But she prefers no medium over another, and cites lack of time as the primary reason for the way she accesses news.

"Most Filipinos who access the Internet go to Internet cafés but majority of them do not necessarily open news websites," according to Espejo. "Facebook and Twitter are increasingly becoming a popular medium to disseminate news, information and opinions, however."

The ubiquity of Internet cafes -- a number of which have the barest essentials and do without air conditioning, are located in low-income communities and give the phrase "hole in the wall" new meaning -- was reported as early as 2002 in an ITU report on the state of the Internet in the Philippines.

The study used a framework that measures the level to which non-technicians use the Web, called pervasiveness, the geographical dispersion of the Internet within a nation, and other factors.

The ITU rated the pervasiveness of the Web in the Philippines at 3, the second-highest level and translated as "common." Geographic distribution was 2.5 or "highly dispersed," with the disclaimer that the Web is not widely available in rural areas because of poor infrastructure.

The question of access involves not merely structural terms. The cost of having regular Internet access can drain an average Filipino worker's earnings.

The average Filipino family earns P14,416 ($312) a month, according to the 2006 Family Income and Expenditure Survey, the latest data available from the National Statistics Office. The average family spends 85 percent of all its income for food, utilities, transportation and household expenditures such as rent, leaving a savings of P2,166 ($47).

A regular monthly subscription to a 1 Mbps plan from either of the country's two major providers is P1,000 ($22).

There is also a glaring income gap among urban and rural families that reflects the digital divide among developed and underdeveloped nations.

Filipino families in the National Capital Region, where the capital and main business districts are located, earn 44 percent more than the national average, and 71 percent more than families in the Autonomous Region in Muslim Mindanao, where political corruption and centuries-old strife between Christians and Muslims have made it one of the nation's poorest regions despite its rich natural biodiversity and strategic location for trade with Southeast Asian neighbors.

Poor countries like the Philippines have "a long way to go," remarks Wee.

"You have to address the poverty," she explains. "In this country, though, I would not discount the ingenuity of agile companies."

The issue of a national communications backbone to improve online access is only one issue of a process that Philippine digital journalism is undergoing.

Users in countries like China, with its "Great Firewall," and Iran, where Twitter figured prominently in how anti-government riots were reported to the international community, are dealing with censorship.

In the United States, the Federal Trade Commission is facing questions such as "free riding" by news aggregators and search engines, including Google, when they report news from print or broadcast media, and whether facts, also called hot news, should be copyrighted.

Worldwide, however, traditional newspapers have been forced to digitize, to cut down on staff and make other drastic changes to keep their readership and attract lost print advertising.

The forefront of this revolution is understandably where the Internet was invented and where David Winer, the father of blogging and one of the developers of RSS, declared 2010 as "Year Zero for journalism the way 1970 was the dawn of modern computer science."

"Like any other media, online journalism will have to undergo birthing pains – from quality to authenticity and accuracy," Espejo, former managing editor of Sunstar General Santos and Sunstar Business Weekly, told AHN. "Online news organizations will only be as good as their content and the people who write or contribute [to] them."

"The matter of how the newspapers will survive... is highly difficult, in the same manner that most industries today have to figure out daily how to innovate and be ahead and [be] relevant," Wee adds.

Filipino bloggers took significant steps this year after the nation elected a new president who, as senator, had said in an open letter to them just three years ago, "The blogosphere has become an extension of our democratic space where we express an opinion. Bloggers are a most compelling force indeed that could shape an informed vote."

Moreover, bloggers last month were accredited for the first time to cover a presidential inauguration. Whether or not a blogger will be part of the official press corps of President Noynoy Aquino remains unclear, but the developments seem promising, especially in a nation that patterns its popular culture and government after the United States.

The White House press corps has at least three accredited bloggers: the Huffington PostMediaite and Talking Points Memo. The White House is also one the first branches of government in the world to use Facebook and Twitter to interact with the public.

"Excluding bloggers from the press corps is one sure manifestation that online journalism is yet to make a dent on mainstream media in the Philippines," Espejo says, but he also argues, "Online journalism will eventually become 'mainstream' and news organizations will play a vital role in developing it into one."

The new Aquino administration has shown it is well aware of the gains of a flourishing online community of bloggers, journalists and participative voters.

It may work to address the underdeveloped infrastructure hampering online access among rural communities, but its current website is still "under construction" three weeks after the inauguration, an inevitable discrepancy between even the most sincere campaign promises and the realities of a developing nation ranked worldwide as the deadliest place for journalists.

In the meantime, perhaps it is the vigilance of the young, and the studious efforts of non-government organizations such as the ITU that will help Philippine online journalism develop.

"Since the population of this country is very young, [widespread access] could very well happen fast, as the young emulate well and fast, especially what is happening in the West," Wee says.

"The global deployment of broadband networks will be as powerful a transformational force for the 21st century as the progressive installation of electricity networks was in... the 20th century,” ITU secretary genera Haadoun Toure said this month in a forum to accelerate the deployment of broadband networks. "Connectivity to broadband networks will be vital to the ongoing development of every nation."

Toure believes "high-end, high-cost" broadband can help address problems in the poorest nations by helping achieve universal primary education and reduce poverty and hunger, both U.N. Millennium Development goals. He is part of a group of IT experts who will present recommendations to the United Nations in September.

Like Metro Manila, other parts of the country may experience severe water problems due to the aggravating impacts of weather disturbances. This was the warning issued by Secretary Heherson Alvarez, Climate Change Commission (CCC) vice chairman, as he said the prevailing water shortage must serve as a wake-up call for the public to commit to efforts of intensified water conservation as well as water resources or river basin systems protection. While Alvarez is raising the warning, Public Works and Highways Secretary Rogelio Singson said the worst is apparently over for the shortfall of water supply in some areas in Metro Manila, citing that the water level of Angat Dam has continued to rise. Despite this claim, Singson said 117 barangays in Metro Manila are still having zero to six hours supply of water. Singson, at the sametime, cautioned people in water stations against being unruly, warning that they will be arrested or at least sanctioned for any uncalled for actions. There are at least three million residents in Metro Manila are currently experiencing shortened water service, while some have been experiencing no water supply for more than a week due to the dwindling level of Angat Dam. As of Thursday, Angat Dam's elevation slightly increased by 44 centimeters bringing the dam's level to 158.60 meters, but remains short of by 21.95 meters from its standard operating level of 180 meters. Alvarez said the public must be more conscious of their water use, avoiding water wastage and instead practice efficient water utilization, in order to cushion the adverse effect of a water crisis. "Failure to address global warming and climate change could lead to more horrible water problems like flashfloods, drought, and water supply shortage for domestic use. We should conserve water in any way that we can," Alvarez said. Alvarez, a former senator and secretary of the Department of Environment and Natural Resources (DENR), pointed out that management for river basin system, including watersheds, forests, mangroves, and rivers should be strengthened to mitigate impacts of climate change. Alvarez explained that according to the latest science, forest is not only a fallback to floods or even drought, but is also considered carbon sinks that can be a defense against the clear danger of the changing climate. CCC said river basins are interlocking and integrated ecosystems, encompassing the entire land surface dissected and drained by streams and creeks that flow downhill into one another, and eventually into one river. The final destination is an estuary or an ocean, whereas a river basin sends all the water falling on the surrounding land into a central river and out to the sea. Alvarez said River Basin Management Strategy (RBMS) is among the several approaches that will be pushed by the Commission under the National Framework Strategy on Climate Change. He cited that Angat Dam, Metro Manila's main source of domestic water requirements, sources its water supply from the Ipo watershed, which is presently 70 percent denuded. The damage is attributed to illegal logging, slash-and-burn farming or kaingin, charcoal-making, and the expansion of informal settlers in the area. The remaining 30 percent of the Ipo watershed, meanwhile, is threatened by intensified logging and kaingin. As this developed, Senators Pia Cayetano and Loren Legarda called on President Benigno Aquino III to face head-on the current water crisis, urging the administration to consider proposals to centralize and coordinate efforts of various government agencies to map out long term solutions to the recurring problem in Metro Manila and nearby provinces. Cayetano said President Aquino should consider the proposal to make himself "water czar" to allow him to take a more direct role in coordinating the plans of actions of different agencies involved in water concerns to solve the current water woes in Metro Manila and provinces worst his by the extended drought. "The current water crisis is emerging as the first major gut issue that the three-week-old Aquino administration must not downplay, but instead confront head on," Cayetano said. "As water czar, the President can also directly oversee the country's medium- and long-term plans to ensure sufficient water supply to meet the needs of our growing population, as well as the sustainable management of our critical watersheds in the midst of climate change." Public Works and Highways Secretary Rogelio Singson had earlier blamed the National Power Corporation (Napocor) for the water shortage in the metropolis for releasing excessive amount of water from Angat Dam last year. But Napocor disputed the claim, saying that the release of water was done in compliance with new dam protocols. "It's discouraging to see different government agencies pointing accusing fingers and pushing for seemingly disjoint solutions at a time when there should be convergence of efforts to address the current water crisis which is actually a recurring problem," Cayetano said In her stint as Chairperson of the Senate Environment Committee in the 13th and 14th Congress, Cayetano pushed for the passage of the Central Cebu Protected Landscape Act (now RA 9486) which sought to safeguard Cebu province's last remaining watershed. Cayetano also proposed the declaration of the La Mesa Watershed as a watershed reservation. On the other hand, Legarda expressed alarm that water has become a national security concern and proposed several measures to address the problem. Among her proposals are: Reforest not only mountains and watersheds, but also plant in urban areas; Implement the Rainwater Collection Act; recycle water; introduce "hydroinformatics" in schools; and Clean Rivers and Bays through the initiatives of the local government units and the Metro-Manila Development Authority. Legarda also deplored the non-implementation of Republic Act No. 6716, otherwise known as the Rainwater and Spring Development Act of 1989 which was passed 21 years ago. The law mandated the Department of Public Works and Highways (DPWH) to "undertake the construction of water wells, rainwater collectors, development of springs and rehabilitation of existing water wells in all barangays in the Philippines in such number as may be needed and feasible". But the DPWH has not constructed wells and rainwater collectors, and failed to develop springs and rehabilitate existing water wells in the more than 40,000 barangays during the last 21 years, Legarda lamented.
