For practically assisting ADOCi partner member economies to reducing the 'Digital Dividei', ADOC plans to make arrangements with every partner office in local needs and possible local NGO resources which might be involved. Combine the industrial, official and academic resources to select two partner member economies  and each of them will set up an 'ADOC e-Care Center' in appropriate location to help local underprivileged groups of people (including elders, children, women, physically/mentally handicapped, etc.) to cultivate IT capacity and use IT to improve the quality of life.

The physically/mentally handicapped beneficent organizations or women groups presently with impetus might concern the status of resources invested and contents of work promotion about 'ADOC e-Care Center'; Simultaneously understand the status of IT education promotion invested by local beneficent organizations and NGO. Select appropriate NGO to work with the ADOC Secretariat and establish 'ADOC e-Care Center' equipped with ten sets of hardware, software and internet equipment at each of two partner member economies to proceed cultivation of IT capacity for underprivileged groups of people and strengthen the follow-up job opportunity for trainees.
