The Planning of ADOC Tele-Center
In recent years, for the purpose of bridging rural-urban digital divide, assisting people in provinces/states and rural areas to enhance their information capability and improving their livelihood, most governments have adopted the Tele-Center approach. Tele-Center urges people to get to know ICT. ADOCi Tele-Center provides people with opportunities to enjoy the benefits of digital technology. Through the basic ICT education and training, local residents can acquire adequate knowledge and techniques to further improve their competitiveness and quality of life.
The implementation of such plan will need Chinese Taipei to share its successful experiences with ADOC/APECi member economies in launching the digital opportunity centers. To do this, Chinese Taipei has to select the target regions and make them the models for bridging international digital divide. Meanwhile, Chinese Taipei will use tele-seminars and forums to exchange ideas with APEC members, as well as representatives and experts from industry, government and academia, hoping to figure out the best possible process and management.
The main purpose of planning the launch plan for ADOC Tele-Center is to provide provincial and rural residents of APEC's developing member economies with opportunities to enjoy the benefits of digital technology. With a variety of ADOC training and education courses, Chinese Taipei can educate local residents the basic IT techniques and in return, to improve their competitiveness and quality of life so as to ensure ADOC's continuity and effectiveness.
