ADOC Secretariat

The ADOCi program is supported by five separate working groups: e- Infrastructurei, Training, Promotion, Research, and International Cooperation. This allows it to provide complete solutions for all ADOC projects.

Outlined below is a diagram highlighting each working group and its related work items.

Working Groups & Programs

e-Infrastructure

The e-Infrastructure Workgroup ensures that the knowledge and expertise required for establishing, promoting and running of e- Governments is provided. It encourages the proliferation of knowledge through the sending of ICT delegations from Secretariat Office overseas and inviting persons from the ADOC Partner Offices to Chinese Taipei. The workgroup also plays an important role in aiding ADOC Partner Economies develop e-Policies. Delegation Trips

The workgroup arranges ICT delegations, made up of experts from Chinese Taipei and other leading ICT economies, to visit ADOC Partner Member Economies. Observations are made on the development of local e-Infrastructure as well as the application of e-Commerce, both in the public and private sectors, and consultation is provided.

ICT Elite Camp

The workgroup holds an ICT Elite Camp in Chinese Taipei annually. A total of 12 policy makers, two representatives from each of the six ADOC Partner member economies are invited.

The ICT Elite Camp provides the participants with valuable insights into a wide range of topics related to the planning and implementation of e-Trade, e-Government and e-Society. A comprehensive series of over 30 lectures, presentations and workshops are delivered by leading experts from government, academia, and the private sector. Lectures are complemented by a number of site visits and field trips, enabling the participants the see the actual implementation of the various e-policies, conducted by Chinese Taipei.

The ICT Elite camp also provides an excellent opportunity for policy makers to share experiences and learn in detail about the e-Policies and practices of six different APECi member economies.

e-Government Infrastructure:

The workgroup supports the pre-study, development, and implementation of e-Government infrastructure to facilitate on- line implementation of civil programs related to taxation, healthcare, trade, the environment as well as others.

e-Industry:

ADOC strongly encourages and promotes e-Industry. The e- Infrastructure workgroup supports projects related to the development of e-Business and e-Industry.

 

Training

The Training Workgroup ensures that all ADOC�s training requirements are met. Training is provided both overseas at ADOC Partner Offices as well as in the ADOC Secretariat Office in Chinese Taipei. The workgroup also works towards the standardization of ICT certification within the APEC community.

Training Program

Training is provided for teachers, institutional trainers as well as general professionals on a range of ICT related subjects, such as e-Business, e-Government, e-Learning, Paperless Trading as well as others.

e-Learning Program

As part of the virtual Resource Center to be hosted on the ADOC Portali, a suite of e-Learning programs is to be provided in 2005. The programs are to be accessible to registered subscribers from ADOC Partner Member Economies.

ICT Experience Exchange

The Training Workgroup organizes an annual forum on e-Learning as part of the ADOC Week. Academics, trainers and practitioners are invited to share and exchange their ICT training know-how and experiences.

IT Skills Certification

The workgroup promotes the standardization of IT certification programs across the APEC community to ensure that all training and certification adhere to the same standards.

 

Promotion

The Promotion Workgroup works towards increasing ICT promotion among the ADOC Partner Member Economies to increase ICT awareness. ICT ideals, services and benefits will be promoted through various media forms and methods.

ICT Awareness Promotion

The ADOC Secretariat works with respective ADOC Partner Offices to provide materials to promote ICT concepts to the public. ADOC works towards hosting a big annual event in each ADOC Partner Member Economyi to raise awareness and promote ICT solutions.

Publications

The ADOC Secretariat writes and publishes in both printed and digital modes, a range of periodicals, booklets, and pamphlets on ICT related matters. The information is disseminated through respective ADOC Partner Offices as well as through the ADOC website.

Seminars and Conferences

The ADOC Secretariat, with the support of ADOC Partner Offices, holds an annual plenary in Chinese Taipei, sponsoring several expert forums on e-Readiness, e-Government, and e-Business.

ICT Volunteer Program

ADOC recruits trained volunteers from APEC member economies to visit respective participating member economies and work as assistants to professionals and experts. Donations, from private and international charitable organizations, are collected to support the volunteer programs.

 

Research

The Research Workgroup continually conducts research to advance the development of ICT within the APEC community. Research is carried out on e-Policy, e-Competitiveness and on areas related to legal side of the electronic issue. Research facilitates trade by identifying best practices as well as predicting future market directions.

e-Policy Study

The workgroup conducts and publishes comparative studies on the ADOC Partner Member Economies e-Policies, enabling other partner economies to understand the different methods and approaches adopted by fellow ADOC Partner Member Economies.

e-Competitiveness Measurement

The workgroup drafts standard methodologies to help ADOC Partner Offices measure their e-Government Readiness and National e- Competitiveness. Drafts include indicators on how to judge e- Readiness and e-Competitiveness as well as know-how on Survey Questionnaires and Procedures. Drafts are modified to suit the specific needs of different ADOC Partner Member Economies. surveys.

Legal Forumi

The ADOC Secretariat organizes forums to increase awareness and stimulate debate on the legal issues related to e-Government, e- Business, and e-Society.

Best e-Practices

The workgroups collects and studies successful cases and best practices related to e-Government, e-Business, and e-Society. Cases and practices are published and also posted on the ADOC website.

Market Opportunity

ADOC Secretariat, together with respective ADOC Partner Offices, sponsor market research to identify market opportunities in terms of the gap between the demand and the supply of e-Solutions and eServices.

 

International Cooperation

The International Cooperation Workgroup works towards seamless international cooperation and coordination among the ADOC Partners and other organizations. Its aims to ensure that standards are consistent, expertise is shared, resources are allocated, and business is generated across the APEC community.

Standards Coordination

The Workgroup actively tries to coordinate ICT professionals and experts to help set standards for applications that cut across various business domains.

Star 100 Consultation (e-Readiness Advisors on e-Planning & Execution)

The ADOC Secretariat coordinates 100 e-Readiness advisors form Chinese Taipei and other APEC member economies to provide consultation on various areas related to ICT Infrastructure, eCommerce, and e-Government.

The ADOC Secretariat plans to work with various organizations such as APEC Cyber Education Cooperation Alliance, APEC Study Center Consortium to help coordinate the distribution of expertise and resources.

Resources Match-Making

The ADOC Secretariat, together with respective ADOC Partner Offices, identifies the needs for varied e-Solutions and eServices and seeks suitable providers from APEC member economies, to help activate the business flow of the ICT industry.

e-ADOC Award Exhibition

ADOC recognizes achievement. It gives awards to outstanding programs that help bridge the digital divide as well as to successful applications developed for ICT, e-Government, and e- Business. The e-APEC Award exhibition is held in Chinese Taipei.
