Besides, all students were taught basic computer skills and the school worked with the Medical University to teach them massage and other vocational schools.

Many schools, including the Can Thanh Special School in Can Gio District, waive fees and, in fact, financially assist poor disabled students.

Delegates also listed the difficulties faced by the city in providing education for disabled students.

Nguyen Thi Van Anh, deputy head of the department&#039;s Standing Board for Education of People With Disabilities, said there were not enough books and other teaching aids at special schools.

The number of teachers with knowledge of their students&#039; disabilities remained low, leading to difficulties in teaching them.

Despite careful preparation, major issues are plaguing the plan&amp;rsquo;s implementation.
&lt;/p&gt;
&lt;p&gt;
Preschool compulsory education means that all parents must bring their children at age five to school. The State must ensure sufficient schools, material facilities, teaching aids and instructors.
&lt;/p&gt;
&lt;p&gt;
Currently, the number of non-state nursery schools accounts for a high proportion in the school system. The number of students at non-state nursery schools accounts for 50 percent of the total. There are 5369 non-state schools, including 4011 semi-state-owned schools, 350 private schools and another 1008 privately-run schools.
&lt;/p&gt;
&lt;p&gt;
According to Tuoi tre newspaper, none of the cities and provinces, including Hanoi and HCM City, have enough schools to meet demand. In Hanoi, five wards with populations equal to one district in other provinces have no state-owned nursery school. In HCM City, the existing state-owned nursery schools can only meet 30 percent of demand. The number of 5-year-old children studying at privately-run schools has reached 32.63 percent.
&lt;/p&gt;
&lt;p&gt;
Without enough schools, it is very difficult to obtain a seat at a state-owned school. Parents in areas with no state-owned school or those who do not pay money for a seat at a &amp;ldquo;star&amp;rdquo; school must bring their children to private schools. These centers always charge very high tuition, sometimes even higher than universities.
&lt;/p&gt;
&lt;p&gt;
The plan to universalize pre-school education is not only facing a lack of classrooms, but also material facilities. To date, only 2014 nursery schools, or 15.8 percent, can meet national standards. In many provinces, classes for 5-year old children are located at primary schools. Lots of classrooms do not have furniture, so children sit on the floor and sleep without mosquito nets.
&lt;/p&gt;
&lt;p&gt;
The preschool education universalization plan is expected to cost 14.6 trillion dong. How this figure can be used most efficiently, however, is now a subject of debate. Currently, the system of state-owned schools cannot meet demand and so many children go to private schools and pay high tuitions. These families will not enjoy a single dong in investment by the State.

&lt;p&gt;
In Hanoi, the total sum spent on every nursery school child is two million dong per year. Some argue this is unfair to children at non-state owned schools who will not benefit from the plan.

Therefore, building enough schools to satisfy demand immediately is necessary. Support for children at non-state schools is also needed, as well as tuition exemption for nursery school students.

For six years, Phuc has buried the lifeless bodies of children in Nha Trang. Since 2004, he, with the help of his friends, has brought over 9,000 babies or fetuses from hospitals, maternity wards, and even dustbins to a cemetery, which is located on Hon Thom Mountain in Vinh Ngoc commune of Vietnam&amp;rsquo;s central city of Nha Trang.&lt;br /&gt;
&lt;br /&gt;
In the beginning, he did the job on his own and didn&amp;rsquo;t encourage anyone to follow him as he was afraid that people might think wrongly about what he was doing. However, people from hospitals understood his goodwill. Gradually more people came to know of his work and joined him.
&lt;/p&gt;
&lt;p&gt;
Tong Phuoc Phuc said that after having buried so many dead babies, he recognized that it would be better if he could try to save the their lives.
&lt;/p&gt;
&lt;p&gt;
He came to hospitals and maternity wards, talked to desperate mothers who were expecting and advised them not to have an abortion. If any girl cannot afford to raise her child, he is willing to help her raise the baby until she can raise her child on her own. He promised that he would not give the child to anyone else.
&lt;/p&gt;
&lt;p&gt;
Phuc has brought hundreds of babies to his own house and taken care of them. In his home at No. 56/3 on Phuong Sai Street of Nha Trang City, there are currently about 20 children being brought up. He also asked people in charge of a church in Cam Ranh town of Nha Trang to take care of another 50 babies.
&lt;/p&gt;
&lt;p&gt;
The babies taken to his house all bear his surname. Boys have first name as Vinh and girls have first name as Tam. Only their middle names differ, they are the name of their mother&amp;rsquo;s hometown so that they can be easily recognized when they come back.

Phuc said that he feels very happy to see the reunion of the mothers and their children. More than 50 young boys and girls have gone back to live with their own mothers so far.

Phuc said that after six years of doing this work with his friends, he is now very glad to see that the abortion rate has gone down significantly. &amp;ldquo;In 2004, there were about 30 babies taken to this cemetery to be buried each day. Now, there are days that no babies are taken to this place. I am very happy about that,&amp;rdquo; he said.

Many times Phuc has taken women who had the intention to have an abortion to the cemetery, and then he took them to his house to see the lovely faces of the babies. Tran Quang Khai&amp;rsquo;s mother believed that her father, a retired English teacher, has triggered Khai&amp;rsquo;s aptitude for English as he usually sang English songs while bathing the boy since the boy was a baby.&lt;br /&gt;

Since being at grade 2, Khai was enrolled for an English class at Victory foreign language center of Tra Vinh University, where he became the youngest student.&lt;br /&gt;
&lt;br /&gt;
Up to now, Khai has obtained many international certificates like Cambridge Young Learners English Test-STARTERS, MOVERS and FLYERS and KET Certificate of the Cambridge University in England.&lt;br /&gt;
&lt;br /&gt;
Recalling the path of becoming an amateur interpreter, Khai told during the last Tet holidays, he saw an American man asking to buy a bicycle at a park. However, no one understood what he said.&lt;br /&gt;
&lt;br /&gt;
Thus, Khai guided the man to buy the bicycle. The boy then had lunch with the man and introduced him landscapes in Tra Vinh.&lt;br /&gt;
&lt;br /&gt;
Thenceforward, whenever meeting foreigners, Khai actively gets acquaintance with them to practice English.&lt;br /&gt;
&lt;br /&gt;
Khai has interpreted for hundreds of visitors from the US, Canada, French and Italia. He said he just wanted to help foreign visitors and to improve English.&lt;br /&gt;
&lt;br /&gt;
Besides English, Khai is also good at other subjects, especially mathematics, literature and music with beautiful voice and polish piano performance.
