The Minister of Economy, Development and Tourism, Juan Andrés Fontaine, chaired this morning the first Committee of Ministers of Digital Development, an instance of defining the National Strategy for 2010-2014 area.
The implementation of a unique platform for the facilitation of procedures and the appointment of a manager in the field in each ministry committee member, are among the technology policy priorities for the country.
The Minister of Economy, Development and Tourism, Juan Andrés Fontaine, chaired this morning the first Committee of Ministers of Digital Development, a body in which developed the main lines of the National Strategy for Digital Development for the country over the next four years.
During the meeting, held at the Ministry of Economy, also participated Minister Secretary General of the Presidency, Cristián Larroulet, the Justice Minister Felipe Bulnes, Health Minister, Jaime Mañalich, the undersecretary of the Treasury, Rodrigo Alvarez;Undersecretary of Telecommunications, Jorge Atton, Undersecretary of Social Welfare, Augusto Iglesias and Undersecretary for Economic, Tom Flores.
The executive secretary of the Secretariat of Digital Development, Alfredo Barriga, presented the main guidelines of the 2010-2014 agenda in this field.
One objective is to strengthen government institutions for digital development in order to continuously promote and coordinate projects in the area.
Another goal is to reduce bureaucracy in the state proceedings, for which will include 80 new institutions to the Integrated Platform of the state agency that today operates five public services.
Finally, Ministers agreed to appoint a technical committee with representatives from each of the portfolios, which will be tasked with coordinating and monitoring the agreed measures for digital development.

SANTIAGO .- Jack Dorsey (jack @), creator of Twitter, will visit Chile next month and will host a conference on how technology developments are bringing about a cultural change.
The founder of the social network porpular along with Evan Williams and Biz Stone, and also CEO of Square will be the keynote speaker at the 2010 Summit Entel, to be held on 14th July.
In his speech, Dorsey explained how the evolution of technologies such as Twitter are creating a cultural change that requires companies to prepare their strategies today contact with customers, to face a more demanding consumer and connected.
The third version of Entel Summit will be a showcase to display the most innovative trends in Information Technology and Telecommunications, which allow businesses to enhance their business and gain competitive advantage.
Global recognition
Recognized worldwide as an innovator, Dorsey set up an equation in only 140 characters changed the way people currently communicate over the Internet.

The Digital Development executive secretary, Alfredo Barriga, will travel this week to Washington DC where he will meet with heads of technologies the U.S. government, in order to gather ideas and best practices that can be implemented in Chile.
After being appointed Chief Information Officer (CIO) for the President Sebastián Piñera, Barriga’s mission is to coordinate investments in Information Technology of the Government, from the executive secretary of Digital Development under the Ministry of Economy, Development and Tourism.
In the U.S. capital will hold a working meeting with the CTO (Chief Tecnology Officer) Aneesh Paul Chopra, responsible for promoting technological innovation in the priority areas of the Obama, such as employment generation and efficiency of the health system.
Similarly, he will meet with his U.S. counterpart, the CIO (Chief Technology Officer) Vivek Kundra, responsible for implementing technology policy within the departments of State, where the budget for this item is over U.S. $ 70 billion.
Barriga said he hoped to learn first hand the strategies and policies that is driving the Obama administration to further the innovative use of information technologies, aimed at improving social welfare and economic growth.

Switzerland ranks fourth on the list of countries, up one position. United States falls two places and is in fifth place last year.
Iceland, however, fell from the top ten interconnected and Finland, Canada, the Netherlands and Norway closed the list, which covers a total of 133 countries.
Latin America improved
According to the report, which includes 133 countries accounting for 98 percent of world GDP, only four of the Latin America and the Caribbean are among the top 50 list, which shows that the region has a " room for improvement "in the implementation of ICT.
The first of these countries are Barbados, in 35th, followed by Chile (40), Puerto Rico (45) and Costa Rica (49).
Brazil remains in the post 61, due inter alia to the high cost of telephone charges, while Uruguay has managed to move up eight places from last year to 57, thanks to the "clear government vision" about the importance of ICT .

In fact, the first quarter of 2010 was the best period for technology development in Chile for the past three years, according to the results of the Society Indicator Information (ISI), conducted by the Center for Latin American Studies University of Navarra and the consulting everis.
This index examines various aspects of information society, as the number of phones, broadband penetration, or sales of technology products, and how is each country with respect to them.
And Chile is the best rated of all those tested, beating Argentina, Brazil, Colombia, Mexico and Peru, with an ISI rating of 5.70 out of a maximum of 10. Argentina, who was second, scored 4.77 points.
Our country is the regional leader in several aspects, such as the number of computers with 378 computers per 1,000 inhabitants, representing an increase of 9.9% over the same quarter of 2009.
The total ICT spending per capita reached 442 U.S. dollars (about 230 thousand dollars), implying a rise of 19.2% compared to the same quarter last year. But it was the internet sales which were up significantly, and reached $ 107 (almost 60 thousand dollars) per capita, representing an increase of 48.2%.
