Concytec head calls on gov’t to create a ministry of science and technology

May 25, 2010 by Andean Air Mail & PERUVIAN TIMES

The head of the national council for science, technology and IT innovation Concytec called on Peru’s government to create a ministry of science and technology in order to maintain its competitiveness, state news agency Andina reported.

Augusto Mellado said the ministry would help Peru break its dependence on exporting raw materials.

“This step is needed to continue with the creation and support for technology in order to not depend only on raw material exports,” Mellado said. “The best way to improve the living conditions of our compatriots is to export products with added value.”

Peruvian exports are driven by primary goods, particularly from the country’s mining sector. Mineral exports routinely account for about 60 percent of the country’s total exports.

Peru has made important advances in technological innovation, according to Mellado. He pointed to advances in biotechnology, IT and communications, among others.

The importance of developing a strong science and technology sector was highlighted during a conference in Lima on May 18 by Kishore Mahbubani, a professor in public policy at the National University of Singapore.

Investments in science and technology are necessary to achieve long term economic growth, Mahbubani argued. He added that Asia had reached its economic growth levels thanks partially to investing $390 billion in science and technology in 2008, compared to $250 billion from European countries.

Peru, Latin America should follow Asian pillars for long term economic growth, says professor

May 19,2010 by Andean Air Mail & Peruvian Times

Peru and Latin America could see their economies grow at the same rate of Asia’s emerging economies if they promote seven pillars of free market policies, Kishore Mahbubani, a professor in public policy at the National University of Singapore, said on Tuesday during a conference in Lima.

“The most important of these principals is the free market economy, which Asian countries have known how to implement with success and today everyone looks with amazement at the explosive growth of China,” state news agency Andina quoted Mahbubani as saying.

“Asian societies have adopted the free market and now they are the fastest growing and they will continue to be in the future,” he said.

Mahbubani said the other pillars that will allow Peru to achieve long term economic growth include investment in science, technology and education, as well as establishing clear laws that allows for a growth in commerce, among other reasons.

He said that in 2008 Asia has led investments in science and technology by spending $390 billion, compared to Europe at $250 billion.

Peru’s economy grew by about 1 percent in 2009, and is expected to grow by 5 percent to 6 percent in 2010.

In gastronomy has logardo consolidate Peru as tourist destination-class gastronomic effort Gaston Acurio, your organization and the Fairs ACOA Mistura, have achieved the success of integrating the production chain gastronomica

In sport, Kina Malpartida has conquered and consolidated the crowned world champion as the best athlete in his specialty.

In economic terms, India is increasingly becoming a privileged site for investment,

In this regard, India inherited a nation of civilizations such as Caral Cusco and is oriented to modernity.

It is in this context that requires strengthening of competitiveness, enhance the democratization of access to the population as a tool to overcome poverty, and consolidate the impressive progress in different fields.

Obviously it is important that investors take their social responsibility, narrow down between all the environmental impacts in the Amazonian and high Andean zones, for which the intercultural approach is critical to achieving our progress towards full modernity.

PART I – FROM CUSCO TO CARAL

Many know Cuzco as the capital of the Inca Empire, Machu Picchu and the estate of one of the last Inca, but few still know that the Sacred City of Caral was built by the first political state formed in Peru 4400 years before govern the Incas.

According to information from the Special Project Caral: "The city of Caral was built by one of the greatest civilizations of the planet, created by organized labor of its residents in an area of contrasting geographical settings.

Caral-Supe civilization represents America’s oldest, developed almost simultaneously with those of Mesopotamia, Egypt, India and China. The inhabitants of Peru went ahead in at least the 1500 years of Mesoamerican civilization the other focus of the six recognized worldwide, and more than 3000 years to the company that built the recognized Mayan cities.

The early development of the Caral-Supe society made it the oldest civilization in the New World but, unlike other sites of civilizing, as Mesopotamia, Egypt and India, who exchanged knowledge and experiences, achieved unprecedented progress in complete isolation of her contemporaries in America and the Old World.

In Peru, the forms of economic, social and political life of the people of Caral-Supe caused strong impact on the area’s history, transcended space and time, and laid the foundation of the sociopolitical system that would have the people of the Andes Central.

The importance of knowledge in the development of civilization.

Under these economic conditions were developed science, technology and arts. Knowledge of astronomy, geometry, arithmetic, biology, medicine, etc.., Were applied in weather forecasting, the development of the calendar in the construction of architectural works, in soil management through the digging of irrigation or drainage and empowerment of farms, in the genetic improvement of plants in treating certain ailments or diseases, public administration and manufacturing of artifacts for ceremonial purposes, commercial and luxury. These advances in knowledge, conducted by academics, also gave them power and made possible a better life for those living in north-central area at the dawn of civilization.

Today we can admire the urban order, the architectural work, the geoglyphs that preceded by more than three thousand years to the lines of Nasca, the decoration of his murals, musical instruments, its elaborate textiles, and personal ornaments, the genetic variety of their products and its own representation in more than a hundred clay figurines uncooked. "

Continuarà …..

Therefore, we believe that we can not continue in the days of small things and mesquin, which was postponed in both the development of rural broadband, global access to broadband, full and transparent access to information, Sustainable Human Development of Peru and the Peruvians to ensure that we place ourselves intelligently in the XXI Century.

The ICT PERU RED is committed to this, we develop ICT to build a better future for all Peruvians, without monopolies and exclusions.

INTELLIGENT NEURAL NETWORKS IN THE XXI CENTURY

The ICT NETWORK PERU (RED TIC PERU) promotes intelligent neural network approach the concept of connectivity, information and democracy in active social networks, as opposed to some modern classical concept of power networks of information, poor transparency in the management of information "only for specialists," monopoly "contacts", ie the oligarchies of social networks where a mass of people watching, passively observes and receives messages to motivate dirges interests, rather than more collective benefits.

This classic model is the "specialists" refried transmitted from other sources without ever producing a serious own, to give an image of importance or relationships

In Experiment Module Peru it was found that classical problems of lack of access to information were possible to solve in a short time and at less cost, if people, people accessed information via various media, although this was mediated by monopolies of information.

The black boxes that hinder the solution of problems "in the traditional bureaucracy, is reproduced within NGOs seeking to have a privileged handling of contacts and relationships that hinder the development of other experiences, frustrate the richness of information , are opposed to connectivity, democracy and information transparency, that uncanny resemblance to family groups and politicians that frustrate the development of modernity.

That is why in the ICT NETWORK PERU promote intelligent neural networks, an approach intended to develop patterns of information exchange matrix, we rely on the flows and architectures have to be open, active social networks to prevent a monopoly on information or privileged information management, for small groups.

CONNECTIVITY, DEMOCRACY AND TRANSPARENCY INFORMATION IS VITAL FOR DEVELOPMENT OF INFORMATION SOCIETY

THAT IS WHY WE CONSIDER A STRATEGIC ERROR CLOSE TELECENTRE LAC ICT NETWORK PERU, NGOs PRIVILEGED WITH PARTIAL EXPERIENCE, NOT REFLECT THE SET OF EXPERIENCES IN OUR CASE.
